Antique German white metal table top cigar cutter.  You would lift the blade by the handle and insert your cigar through the center hole and pull the handle down to cut the tip of the cigar off.  Excellent condition, marked "Germany" on the bottom, just about 9 /16" in diameter, and about 5/8" tall.
